Wondering how the authors (Eunomia?) treated materials collected for recycling but sold to exporters? The methodology collects data at point of collected recyclable material processed into to new packages to account for system loss.
If they fail to capture the use of recycled OCC used overseas for the manufacture of corrugated containers, it may explain why "cardboard and boxboard" recycling rates seem underdeveloped in California (for example). Typically, OCC market rates are higher on both coasts due to export.
