    Besides google searching the subject matter is there a published recycling rate per state from an authorized packaging consultant or company?

    You may want to start with EPA data. It also provides links to agencies in each state.

    You can go into each state government website to find this type of report.  For instance, if you go to the below link, you can see the 2019 recycling report for Missouri state.

    Good info.

    Wondering how the authors (Eunomia?) treated materials collected for recycling but sold to exporters? The methodology collects data at point of collected recyclable material processed into to new packages to account for system loss. 

    If they fail to capture the use of recycled OCC used overseas for the manufacture of corrugated containers, it may explain why "cardboard and boxboard" recycling rates seem underdeveloped in California (for example). Typically, OCC market rates are higher on both coasts due to export.

    Off first blush look at this report, this is exactly what I'm looking for.  My side project is to try to raise awareness about our current status an what's being or what could be done to improve it.
